Background of the Study :
The integration of open educational resources (OER) into online learning has emerged as a transformative approach in secondary education, particularly in regions where access to quality learning materials remains a challenge. In Maiduguri East LGA, Borno State, the increasing adoption of digital platforms has been coupled with efforts to incorporate OER in the learning process. OER provide a repository of freely accessible academic content that can be modified and redistributed, which is particularly beneficial in resource‐constrained environments. This evolving educational landscape is supported by governmental and non‐governmental initiatives aimed at bridging the gap between traditional classroom instruction and digital learning environments (Adebola, 2023). With the advent of technology in education, secondary school students in Maiduguri East are exposed to interactive learning opportunities that enhance their academic performance and engagement. However, the implementation of OER is not without challenges; issues such as inadequate digital literacy, infrastructural limitations, and a lack of localized content have been noted as potential barriers to effective utilization (Ibrahim, 2024). Moreover, while OER are designed to be flexible and accessible, the sustainability of these resources and their alignment with the national curriculum continue to be areas of concern. Recent studies indicate that when properly integrated, OER can support collaborative learning, promote critical thinking, and enable a more personalized learning experience (Yusuf, 2023). In Maiduguri East LGA, stakeholders including educators, students, and policymakers are engaged in an ongoing dialogue regarding the quality, relevance, and usability of these resources. The intersection of technology and education in this region has also spurred further research into how digital learning can be optimized through the use of open-access materials. This study, therefore, seeks to critically evaluate the role of OER in enhancing online learning outcomes among secondary school students by examining practical challenges and opportunities that influence effective implementation.

Statement of the Problem :
Despite the promising potential of open educational resources (OER) in transforming online learning, significant challenges persist in Maiduguri East LGA, Borno State. A primary concern is the uneven distribution of technological infrastructure, which limits access to high-speed internet and digital devices necessary for effective utilization of OER. Many secondary schools face issues such as intermittent power supply and insufficient technical support, which directly affect the reliability and quality of online learning experiences (Adebola, 2023). Furthermore, the lack of localized content tailored to the specific educational needs of students in this region exacerbates the gap between available digital resources and the curricular demands of the national education system. Teachers often report a deficiency in training and confidence in integrating OER into their teaching practices, leading to inconsistent application and limited educational benefits (Ibrahim, 2024). Additionally, socio-cultural factors and resistance to change among educational stakeholders further complicate the adoption process. The rapidly evolving technological landscape necessitates continuous evaluation of resource quality and relevance, yet current assessment mechanisms remain underdeveloped. As a result, the expected improvements in learning outcomes and student engagement have not been fully realized. The mismatch between available OER and the students' academic needs creates a critical problem that undermines the potential benefits of online education. Inadequate support systems and lack of robust policy frameworks further aggravate these challenges, calling for a systematic evaluation of OER's role in enhancing educational delivery. This study addresses the need to examine these challenges and identify practical solutions that can bridge the gap between theoretical benefits and real-world application (Yusuf, 2023).

Objectives of the Study:

  1. To evaluate the effectiveness of open educational resources (OER) in enhancing online learning outcomes for secondary school students.

  2. To identify the challenges and barriers to the integration of OER in secondary education in Maiduguri East LGA.

  3. To propose strategies for improving the adoption and utilization of OER in online learning environments.

Research Questions:

  1. How do open educational resources (OER) impact the academic performance of secondary school students in Maiduguri East LGA?

  2. What are the primary challenges encountered in integrating OER into online learning in secondary schools?

  3. What strategies can be implemented to enhance the effectiveness of OER in online education?

Research Hypotheses:

  1. The integration of open educational resources significantly improves academic performance among secondary school students.

  2. Inadequate technological infrastructure negatively affects the effective utilization of OER in online learning.

  3. Tailored training programs for educators enhance the successful adoption of OER in secondary schools.

Significance of the Study :
This study is significant as it provides critical insights into the role of open educational resources in transforming online learning in resource-limited settings. It contributes to the body of knowledge by identifying practical challenges and proposing innovative solutions to enhance the educational process. The findings may inform policymakers, educators, and stakeholders, ultimately promoting a more inclusive and effective online learning environment. Moreover, the study underscores the importance of aligning digital initiatives with local needs, thereby fostering sustainable educational development (Adebola, 2023).

Scope and Limitations of the Study:
The study is limited to the evaluation of open educational resources (OER) in online learning within secondary schools in Maiduguri East LGA, Borno State. It focuses exclusively on the experiences of students, educators, and administrators in this region, and does not extend to other educational levels or geographical areas.
